No I don't believe the laws of physics are innate. They can't be. But the universal truths must be. For example, the transitivity of "LargerThan" (if an object x is larger than some object y and y is in turn larger than some z, then clearly x is larger than z). a Child knows, early on, that if his ball did not fit in some briefcase, it will not fit in a smaller one!!!
bottom-up individual learning of these universal facts from observations is not at all plausible. Don't you agree?
